It was felt that magic should feel different than technology, particularly in as far as people with super powers were concerned.

Super-tech can't be duplicated per se, but rather a super inventor type could either craft one suit of full power gear, or equip a large number of agents with less powerful gear. He could not, however, set up a factory or production line that then churned out unlimited quantities of anything substantially more powerful than whatever his current age's tech was.

Aliens are possible, however they cannot be in touch with the rest of their civilization, nor bring that civilization in touch with human civilization (that's part of what the palette entry refers to). The velociraptor scientist is an example - there's no exposure to the previous civilization, just a single individual working alone. Alien (or previous civilization) ruins are okay, and indeed strongly hinted at in the penultimate period.

The secret history palette entry was an attempt to say that things can show up that have been around for a while without having any noticeable influence on the course of history. Even now, the dwarf lords of Sumatra may be planning to enslave the rest of the planet!
